Call meeting to order.

Steve Klein called the meeting to order at 9 a.m.

 Introduction of members/guests.

Members stated their names.

 Commission chair and vice chair selection.

Motion (Skiff/Olig) to nominate Steve Klein for chair. Motion (Zorn/Tadych) to close nominations and cast a unanimous ballot for Steve Klein. Motion carried, 10-0.

 Tom Janke arrived at 9:02 a.m.

 Motion (Olig/Klein) to nominate William Tadych for vice chair. Motion (Zorn/Will) to close nominations and cast a unanimous ballot for William Tadych. Motion carried, 11-0.

  Approve minutes of the March 11, 2020, meeting.

Motion (Will/Tadych) to approve the minutes. Motion carried, 11-0.

 Members of the public who wish to address the commission on specific agenda items must register their requests at this time, with such comments subject to the reasonable control of the commission chair, as set forth in “Robert’s Rules of Order.”

There was no public comment.

 Review fatal and serious injury crashes for the last three months.

Chair Klein gave a PowerPoint presentation on the March 7 fatal crash that occurred on Amory Street north of East Arndt Street. Traveling southbound, a vehicle left the roadway, hit a curb, went airborne and struck a tree. The 30-year-old male driver, the vehicle’s sole occupant, was pronounced dead at the scene. The driver was not wearing a seatbelt, and speed and alcohol were contributing factors.

 Update on the request for a speed study on State Road 23 between Whispering Springs Drive and County Trunk Highway UU.

The Wisconsin Department of Transportation concluded that the current speed limit of 55 mph is appropriate and will not be modified. Results of the speed study were discussed. Scott Nelson explained the use of crash data in determining speed limits and noted that this section of highway will be under construction at this time next year.

Mr. Nelson reported that the mid-section of the State Road 23 project is ongoing and that there are a couple of resurfacing projects on State Road 67.

 City Police.

Chair Klein reported that the city is working with the Sheriff’s Office and other law enforcement on various grants and task forces, concentrating efforts on State Road 23.

  Sheriff’s Office.

Vice Chair Tadych reported on seatbelt and speed grants being in full force, the State Road 23 construction task force and the award of a $4,000 grant for Drive Sober campaign enforcement-related equipment.

  State Patrol.

Sgt. Luke Newman reported that the number of troopers in the county has gone from five to nine and that aircraft details can resume.

 Health Department.

There was no report.

 Education.

There was no report.

 Bureau of Transportation Safety.

Rick Olig gave a PowerPoint presentation, which included a statewide fatality report, notification that the Governor’s Conference on Highway Safety is canceled, Community Maps links and changes, crash statistics and mapping, and a link to a Wisconsin Highway Safety Plan survey. Mr. Nelson said the number of crashes in the Northeast region is down by about half of where it typically is at this time of year.

 Department of Public Works.

Jordan Skiff reported on projects underway in the city and the disregard of detour routes by many drivers. There was discussion about ATV use in the county, and Mr. Skiff said ATVs aren’t allowed on city streets and can’t enter the city on the Wild Goose State Trail. Mr. Skiff commended law enforcement officials on their handling of recent protests and offered support for their efforts.

 Mr. Skiff left at 9:57 a.m.

 Highway Department.

Tom Janke reported on the Fond du Lac Avenue/Rienzi Road project, which is on track to be completed in September. He listed other Highway Department projects and said the department made a driver education work zone video.

 County Board.

There was no report.

  Legal.

There was no report.

  Future agenda items and meeting date.

The next meeting is at 9 a.m. on Wednesday, Sept. 9.
