Grothman introduces bill extending federal spending caps through 2029

Congressman Glenn Grothman has reintroduced the Enforce the Caps Act, aiming to extend federal spending caps through Fiscal Year 2029. The bill builds on the existing bipartisan Fiscal Responsibility Act, which enforces spending limits only until FY 2025.

Grothman emphasized that "Americans are fed up with the reckless spending in Washington" and noted that his legislation seeks to extend enforcement tools through FY29 to protect taxpayers from increasing deficits. He added, "This is about securing our nation’s economic future for future generations."

Kurt Couchman from Americans for Prosperity expressed support, stating, "Rep. Grothman’s proposal to add sequester backing to appropriations caps for four more years makes good sense." Similarly, Grover Norquist of Americans for Tax Reform highlighted the bill's potential impact: "This law would decrease planned spending by an additional $553 billion."

Alfredo Ortiz of Job Creators Network called it a vital step toward fiscal discipline, asserting that it would help rein in reckless spending. Brandon Arnold from the National Taxpayers Union praised its role in promoting budget discipline.

David Williams of the Taxpayers Protection Alliance endorsed the measure for its ability to reduce federal outlays by $553 billion between FY26 and FY33. Romina Boccia and Dominik Lett from Cato Institute supported locking in previously agreed-upon spending caps as a way to prevent inflation and deepen debt crises.

Nan Swift from R Street Institute commended Congress's ability to secure savings and boost integrity through this act. Maya MacGuineas of the Committee for a Responsible Federal Budget applauded Representative Grothman's initiative in introducing what she described as an important bill.

Jill Homan of America First Policy Institute regarded it as strengthening existing fiscal measures by making budget caps fully enforceable through sequestration from FY26 to FY29.

The bill has garnered endorsements from various organizations including Americans for Prosperity, Americans for Tax Reform, Job Creators Network, National Taxpayers Union, R Street Institute, America First Policy Institute, Committee for a Responsible Federal Budget, and Taxpayers Protection Alliance. It also has three original cosponsors: Representatives Andy Barr (R-KY), Ralph Norman (R-SC), and David Rouzer (R-NC).
