The new bill authored by State Sen. Sarah Keyeski seeks to ensure Wisconsin responds promptly to lost federal aid by mandating state assessments and financial adjustments, according to the Wisconsin State Senate.

According to the Wisconsin State Legislature's official website, the bill was described as follows: "withholding state payments to the federal government if federal aid to the state is withheld under certain circumstances. (FE)".

In essence, this bill mandates that if Wisconsin's federal aid, authorized by Congress, is withheld due to a presidential executive order or against a court order, the state's secretary of administration must take specific actions. Then, within 60 days, they must report the details to the governor and the legislature, specifying the lost aid and all state payments due to the federal government in the next 12 months. The secretary is then directed to withhold state payments to the federal government up to the amount of the federal aid lost. Keyeski, a Democrat, was elected to the Wisconsin State Senate in 2021 to represent the state's 14th Senate district, replacing previous state senator Joan Ballweg.
