Rep. Penterman backs bills aimed at reducing fraud in Wisconsin’s unemployment insurance

State Representative William Penterman (R–Hustisford) has voted in favor of a group of workforce development bills designed to address fraud, close loopholes, and assist residents in returning to work.

The unemployment insurance program is intended to support workers who have lost their jobs through no fault of their own. According to the United States Department of Labor, Wisconsin’s Department of Workforce Development has paid out nearly $250 million to individuals not eligible for unemployment insurance, accounting for almost 25% of all claims. Lawmakers see it as their responsibility to ensure these programs are administered properly and that aid reaches those truly in need.

The legislative package aims to improve reporting metrics for workforce development programs. It also updates and strengthens the unemployment insurance system by addressing weaknesses that were identified during the pandemic. The new measures update key definitions and focus on making sure benefits are provided only to those who qualify due to job loss outside their control. Additional provisions target improved ID verification, reduction of fraudulent claims, and prevention of abuse within the job application process.

“These reforms are about restoring integrity to the system and making sure unemployment benefits help people get back to work—not reward those who game the system,” said Rep. Penterman.

The bills will now move forward for consideration in the Senate.

Penterman was elected as a Republican representative in 2025 for Wisconsin's 38th House district, succeeding Barbara Dittrich.
