Rep. William Penterman completes regional legislative leadership training

State Representative William Penterman (R-Hustisford) was among 39 lawmakers who completed a leadership training program designed to support emerging state leaders in the Midwest. The event, organized by The Council of State Governments, took place from August 22-26 in Madison, Wisconsin.

The Bowhay Institute for Legislative Leadership Development (BILLD), now in its 30th year, brought together legislators from Wisconsin and ten other Midwestern states as well as three Canadian provinces. Participants were selected through a competitive and nonpartisan process.

“The Bowhay Institute is one of the premier leadership training programs in the nation,” said Iowa Senator Amy Sinclair, co-chair of the institute’s steering committee. “The legislatures in the region have benefited greatly from the skills their members have gained through this unique educational experience. Many of the graduates now hold key leadership positions in their state.”

Since its founding in 1995, more than 1,000 lawmakers have graduated from BILLD. The program aims to address gaps in legislative training that have emerged due to increased policy responsibilities at the state level and higher rates of legislative turnover.

This year’s curriculum included courses led by policy experts and legislative leaders focusing on topics such as state fiscal conditions, trade, and criminal justice policy. The program also emphasized professional development and leadership skills.

BILLD is named after James Bowhay, former director of The Council of State Governments’ Midwestern Office. Funding comes from foundation and corporate sponsors along with support from The Council of State Governments’ Midwestern Office.

The Council of State Governments was established in 1933 and has national headquarters in Lexington, Kentucky, with regional offices across the country. Its mission is to assist state governments by offering research assistance, professional development opportunities, consulting services between states, and recommendations for legislation.

Penterman was elected to represent Wisconsin's 38th House district in 2025 as a Republican lawmaker, succeeding Barbara Dittrich.
